Before founding Buckley Government Affairs LLC, Ross was a partner at a large lobbying firm in Sacramento. Prior to that he served as legislative advocate for the Personal Insurance Federation of California (PIFC), representing six of the largest property and casualty insurance companies in the United States. In this role, he successfully advanced client priorities, demonstrating a deep understanding of how legislative decisions impact the private sector and building a reputation as a results-driven advocate.

Ross’s foundation in policy and politics was established during his six years in the California State Legislature, including three years as a Chief of Staff in the Assembly.

These experiences provided him with a comprehensive understanding of the legislative process, stakeholder dynamics, and coalition-building. Known for his unwavering commitment to his clients and his ability to foster meaningful relationships, Ross is a trusted figure within the Capitol Community.

In addition to his legislative and lobbying experience, Ross has significant campaign expertise. He managed an Assembly campaign and contributed to multiple local, state, and federal races, sharpening his strategic and political acumen while expanding his network across the political spectrum.

Born in South Korea and raised in Atascadero, California, Ross earned a degree in Political Science from Cal Poly San Luis Obispo. He remains actively engaged with his alma mater, serving on the Cal Poly Political Science Advisory Board. Ross’s passion for advocacy, combined with his extensive experience and strong connections, makes him an invaluable resource for clients seeking to navigate California’s political and regulatory environment.
